sir,
ith reference to your
letter No. 109/99, of the 14th of
August last, on the subject of the
accounting for the issue made in June
1954 of the Hong Kong Government's
31 Dollar Loan, I have the honour to
inform you that I approve of your action
in taking the question of audit up with
the Colonial Government in view of the
provision contained in the Application
Letter that cheques should be made pay-
able to the Hong Kong Government, and
of the implication in the Allotment
Letter that cheques for the refund of
oversubscriptions (if any) would be
issued by the Colonial Treasurer out of
Government Funds.

From the issue of the pros-
Rectus of the loan in this way it might
have been supposed that the receipts,
and possible repayments, on behalf of
the Hong Kong Government would have been
recorded in the accounts of the Treasury;
